The article discusses the theory of substituting an aggressive charge screening system for the plea-bargaining process familiar to most U.S. jurisdictions, and studies the practical success of such a program at the New Orleans District Attorney's Office.

Panelists will include:
  • Prof. Ronald Wright of Wake Forest University School of Law
  • Prof. Marc Miller of Emory University School of Law
  • Harry Connick, Sr. - retiring New Orleans District Attorney, who developed the screening system
  • Orleans Parish Judge Camille Buras, Connick's former Chief Assistant DA
  • And moderating will be Stanford Law School's Prof. George Fisher , a former prosecutor who has a forthcoming book on plea bargaining.
